FORT WINGATE — In the summer of 1989 Barbara Storm was unemployed and broke. She was camping at Red Rock Park during the Inter-Tribal Indian Ceremonial, when Dan Garner, the assistant principal of Wingate Elementary School, showed up at her tent.
